Oustarn of Pacis, known posthumously as King Oustarn the Restorer, was a disinherited heir of the House of Pacari, former officer of the Kingdom of Thenithria, and later the self-proclaimed King of Pacis and principal founder of the Coalition of the Realms during the War of the Five Nations. He was a central figure in the successful rebellion that expelled the Kingdom of Thenithria from Northern Kallonia and ended centuries of imperial dominance in the region. Following the dissolution of the Coalition, Oustarn re-established the Kingdom of Pacis and played a key role in shaping the postwar order of Inner Patriam.
Born into the noble House of Pacari, the historic royal lineage of Pacis before its annexation by the Kingdom of Thenithria, Oustarn was educated and trained within Thenithrian institutions, rising through the ranks of its military. He was regarded as a skilled officer and tactician with a promising future within the kingdom’s command structure.
Oustarn returned to Pacis during a period of escalating hardship. His father, Lord Orthaen, who served as the Thenithrian-appointed governor of the province, died shortly after Oustarn’s return, leaving a power vacuum amid growing unrest, famine, and resentment toward Thenithrian rule. Denied any legal inheritance due to his family’s demotion under Thenithrian law, Oustarn instead turned to the people and nobles of Pacis.
Amid worsening conditions and the Kingdom of Thenithria’s refusal to provide relief or autonomy, Oustarn became the figurehead of an emerging rebellion. He called a council of discontented lords from across Northern Kallonia and delivered a famous speech in Pacis City, denouncing the Kingdom of Thenithria as corrupt, overreaching, and blind to the suffering of its people.
Declaring himself King of Pacis by right of ancestral claim, Oustarn formed the Coalition of the Realms—an alliance of rebel territories including Kyrenthia, Aeigon, Bouropheia, and others. The Coalition sought to cast off Thenithrian rule and restore sovereignty to the peoples of Northern Kallonia. The nine founding factions became known as the Nine Banners.
Oustarn led the Coalition through the initial stages of the War of the Five Nations, coordinating a series of successful uprisings that expelled Thenithrian garrisons from many major cities. However, his military inexperience was exposed at the Battle of Pacis, where he led a massive Coalition host against the smaller but disciplined legions of Prince Anathaen of Thenithria. The Coalition was routed, and Oustarn fled with his remaining supporters into the forests of Bouropheia.
Despite the defeat, Oustarn held the Coalition together and continued to resist through guerrilla warfare and strategic diplomacy. The arrival of the Norkinian Empire, led by High King Bjarn II and Roljar of Sarin, reinvigorated the rebellion. Together, these forces drove the Kingdom of Thenithria from Northern Kallonia and ultimately launched a combined invasion of Southern Kallonia.
The war culminated in the Siege of Thenithria, where Roljar of Sarin’s legendary act of draping the deceased King of Thenithria in a cloak and presenting him to the Norkinian camp marked the symbolic end of the war. With the collapse of the Kingdom’s authority in the north, the Coalition of the Realms was peacefully dissolved.
In the war’s aftermath, Oustarn re-established the Kingdom of Pacis as an independent and sovereign realm, restoring the House of Pacari as its ruling dynasty. He was crowned in a grand ceremony attended by leaders and envoys from across the former Coalition and beyond.
King Oustarn’s reign was marked by extensive efforts in postwar reconstruction, agricultural reform, and diplomatic realignment. He secured trade pacts with Norkinia, the Empire of Ketan, and successor states emerging from the ruins of Thenithrian colonial administration.
Oustarn remained a critical geopolitical figure in the postwar decades, acting as a mediator in conflicts among former Coalition states and promoting stability across Northern Kallonia. While some regions descended into internal strife, Pacis under Oustarn flourished as a naval and economic power, regaining much of its ancient prestige.
Oustarn was renowned for his compassion, sense of justice, and principled leadership. Though lacking the martial prowess of contemporaries like Roljar of Sarin or Prince Anathaen, his political clarity, charismatic appeal, and resilience earned him the loyalty of disparate factions during the rebellion and respect across Inner Patriam thereafter.
He is remembered in history as “The Restorer of Pacis”, a leader who turned rebellion into rebirth, and forged a legacy of national revival from the ashes of foreign rule.
Monuments, songs, and feast days in Pacis celebrate his life, particularly his famed speech at the Rally of the Nine Banners and the founding of the restored kingdom.
